Property valuation for a Georgian residence permit
An application for a residence permit based on real-estate investment has to be supported by an independent valuation of the property’s market value. The report is prepared by a certified valuer — certificate A-1575, REV (TEGoVA) — in line with the International Valuation Standards (IVS), in Georgian, English or Russian.
Why an independent, certified valuer is required
What matters in a residence-permit file is not the figure written into the purchase contract but the property’s actual market value — and that value has to be evidenced by a document signed by a certified, independent valuer. It is the only format an authority can actually check: the report carries the valuer’s certificate number, the standard applied, the comparable properties selected and the full calculation behind the conclusion.
For that reason, the figures people most often arrive with do not qualify as official documents:
- A free estimate from a property portal. It is an automated, statistical figure derived from asking prices. Nobody inspected the property, there is no author, no signature and no professional liability behind the number.
- An agency’s or developer’s internal figure. The party selling the property, or acting as intermediary in the deal, has a direct commercial interest in the outcome. That is a conflict of interest and it fails the independence requirement.
- The price stated in the contract. It records what two specific parties agreed and may sit above or below the market.
- Cadastral or tax value. It is calculated for a different purpose by a different method and is not equal to market value.
The practical difference is simple: in one case you hold a number you saw on a screen; in the other, a signed report whose author’s qualification can be verified separately and independently.
The credentials this service rests on
In a residence-permit file the valuer’s certificate is not decoration — it is what determines whether the report is admissible at all. The numbers are therefore stated plainly here, so that an applicant or their lawyer can verify them before commissioning anything:
- A-1575 — real estate valuation certificate.
- REV-UA/USOA/2025/2 — Recognised European Valuer (REV), TEGoVA — European professional recognition.
- P-1141 — movable property valuation certificate.
- IVS — the International Valuation Standards the report is written to.
REV (Recognised European Valuer) is a status awarded by TEGoVA, the European Group of Valuers’ Associations, and it evidences that the valuer’s qualification is recognised across Europe. That matters most when the same report has to be presented to a foreign bank or a lawyer outside Georgia.

What is valued
- Apartments — new-build and secondary market, including units delivered in shell condition.
- Houses — private houses and country homes together with the land plot.
- Land plots — agricultural and non-agricultural.
- Commercial property — offices, retail units, warehouse and production space.
Where a single application covers several properties, each one is valued separately and reported separately.
Documents required
- An extract from the Public Registry or another document proving ownership.
- The floor plan, if one is available.
- Photographs and the exact address for the site inspection.
- A contact person who can provide access to the property.
If the property is not yet registered in your name, the purchase contract — or any other document that unambiguously identifies the object — is enough to begin.
Process and turnaround
- 1. Inspection. A site visit recording the actual condition, the area, the surroundings and photographic evidence.
- 2. Analysis. Selection of comparable transactions in the same zone, with adjustments for area, condition, floor level and location.
- 3. Report. An IVS-compliant conclusion, with the calculation, the photographic record, the valuer’s certificate number and signature.
For standard residential property the report is ready in 3–7 working days. Complex or non-standard objects take longer; in that case the deadline is agreed when the work is commissioned.
Report in Georgian, English and Russian
Most residence-permit applicants are foreign nationals and many are not physically in Georgia while the file is being assembled. Both the correspondence and the report itself are therefore available in Georgian, English and Russian. That lets you use the same document with the authority, with your lawyer, with a bank or abroad — without commissioning a separate translation.

Who may issue a valuation accepted for a residence permit?
The report must be produced by an independent, certified valuer and written to IVS standards. A free online calculator result or an internal figure from the selling side does not qualify as an official document.
